Posición de la vacante:Field Personnel Support Unit Assistant.
Descripción:Under the general supervision of the Head of PAC, direct supervision of the Head of FPSU, and close coordination and consultation with relevant units in Headquarters (HQ) and Manila Administrative Center (MAC), the incumbent will be responsible and accountable for providing global support functions and assistance to missions on human resources matters relating to locally recruited personnel in IOM Country Offices worldwide.

Core Functions / Responsibilities:
• Gather, analyze and consolidate Personnel Establishment Forms (PEFs) from IOM Missions worldwide, review information for accuracy, and correct as necessary.
• Act as quality controller by cross-checking information in PEFs, PRISM database, Family Status Forms, Payroll and MSP reports, with a view to ensuring that Missions are paying the relevant entitlements in a precise and accurate manner. Detect any breaches or non-compliance in PEFs and PRISM, and recommend corrections to Missions on a systematic basis.
• Prepare field personnel status report of Missions as required by Auditors.
• Prepare and submit consolidated statistics to HQ and MAC for use by relevant units, on a monthly basis and when requested.
• In coordination with Head of FPSU, assist in advising missions on the proper interpretation and application of HR policies and guidelines.
• Assist in preparing employment offers and contracts for PAC, follow-up on reference checks and academic verifications; ensure the completion of the pre-recruitment formalities.
• Prepare personnel actions for recruitment, extensions, separations etc., as necessary.
• Reply to spontaneous applications for employment, for internships etc.
• Act as back-up for coordinating the administrative requirements for Medical Service Plan (MSP) participation, calculation of premium floor, and accuracy of MSP contributions.
• Act as back-up in the administration of time & attendance issues.
• Perform a variety of administrative duties (e.g. undertake research on a range of HR related issues, and assist in the preparation of additional statistics, notes, reports and other communications).
• Support Head of Unit with all issues concerning PEFs and PRISM HR database.
• Act as SES HR Agent for Panama Administrative Center (PAC), review SES information for accuracy and correct as necessary; generate new evaluation forms; monitoring and provide support to SES users as required.
• Create and maintain PRISM OM structure for non-live missions and provide quality support in updating Mission’s structure for SES purposes.
• Perform such other duties as may be assigned by the Head of Unit

Education:
• Completion of secondary school education. A first University Degree in Human Resources Management, Industrial Relations, Behavioral and Development Studies, Public or Business, Psychology or related field is an advantage.

Experience:
• Minimum four years of relevant experience in administrative support and/or HR administration.
• Knowledge or IOM/UN human resources rules and policies a distinct advantage.
• High-level computer literacy. Experience with IT systems and applications.
• Good analytical and problem-solving skills.
• Ability to work effectively and harmoniously with colleagues from varied cultures and professional backgrounds.

Languages:
• Ability to write clearly and concisely in English and Spanish.
